    Keynote Session: Emerging Technologies in Supply Chain, Including AI
    Steve Mulaik, Partner, Argon & Co - Supply Chain Consulting & WERC Advisory Council Member

    Steve possesses extensive operational experience in the fields of information technology and engineering, currently serving as the leader of Argon & Co’s Digital Practice in North America. With over two decades of expertise in logistics consulting, [he/she/they] previously held the position of Chief Information Officer at RaceTrac Petroleum. Steve has developed profound knowledge in warehouse software, labor standards, third-party logistics (3PL), and retail/business-to-consumer warehousing. Steve's services are regularly solicited to assist in the revitalization of underperforming warehouse operations. Since 2017, [he/she/they] has been responsible for leading the Microsoft D365 projects within the firm. Furthermore, he played a crucial role in establishing the offshore office in Mumbai. Steve is a member of the Warehousing Education and Research Council (WERC) and serves as director on WERC’s Advisory Council.

    Panelists Include:

    Scott Cornell, VP, National Practice Lead, Transportation and Crime & Theft Specialist

    Scott has been with Travelers for 24 years and currently leads the Cargo/Transportation division. Prior to his current role, he conducted investigations for 29 years, specializing in cargo theft and transportation, internal theft, embezzlement, and corporate investigations.

     Scott lead the effort in creating a fully dedicated cargo theft unit for Travelers in [2005], known as the Special Investigations Group (SIG). He is also a co-inventor of multiple patented processes for methods and systems that provide customized risk mitigation and recovery solutions to insurance customers. He and the SIG team regularly partner with law enforcement and cargo task forces nationwide. Since 2009, the SIG team has recovered over $100 million in stolen cargo for Travelers clients.

    Scott currently serves as the Chairman of the Transported Asset Protection Association (TAPA).

    Jimmy R. Rubio, Director of Security Operations & Investigations | Cargo Theft Expert 

    Jimmy Rubio is a seasoned security professional with over 30 years of combined experience in Law Enforcement, Security Operations Management, and Corporate Investigations. As the Director of Security Operations & Investigations at NFI, he has led high-profile cargo theft investigations, uncovering organized criminal networks and internal fraud schemes impacting supply chain security. 

    Jimmy’s extensive background includes law enforcement service, corporate security leadership, and a deep understanding of asset protection strategies. His investigative expertise has been instrumental in mitigating losses, strengthening operational security, and developing industry-leading risk management programs. Throughout his career, he has worked closely with law enforcement agencies and private sector partners to combat cargo crime, leveraging intelligence-driven approaches to secure high-value freight and logistics operations. 

    With a strong track record of success in solving complex theft cases, Jimmy is a sought-after expert in cargo security and investigative strategies. 

    Donn Silvis, SHRM-CP, Director of Human Resources, Lean Six Sigma Green Belt

    Donn Silvis has over 30-years’ experience in Management.  He has worked for industry leaders Home Depot and Sport Chalet.  Donn has worked as a Manager of Operations, General Manager and Manager of HR, Training and Development throughout his career.  Donn is currently Director of Human Resources with DCG Fulfillment, recently celebrating his 9th anniversary, and is currently heading a team overseeing HR Compliance, Payroll, Benefits, Training, and Safety.  He is responsible for supporting DCG Executives in establishing corporate strategic initiatives while being a Human Resources Business Partner.  He strives to ensure the best working environment for DCG’s Employees and Managers, creating a motivated workplace to help drive production results.  Donn has his bachelor’s degree in psychology from the University of California, Irvine and his master’s in clinical psychology from CSUDH.

Join us for an engaging discussion aimed at fostering collaboration and innovation in our efforts to build a more efficient, equitable, and environmentally friendly transportation system for the future.

    Panelists Include:

    Lupe Valdez, Union Pacific, Director of Public Affairs

    Lupe Valdez joined the Union Pacific as the Director of Public Affairs in July of 2005.  She serves the Los Angeles Basin, which includes Los Angeles, San Bernardino, Riverside, Orange, Ventura, Santa Barbara and Imperial Counties as well as Arizona and Southern Nevada.   

    Her responsibilities include working with local elected officials and community groups as well as dealing with environmental policy.  

    She grew up in Northeast Los Angeles and attended local schools.  She continued her education at the University of Southern California where she earned both a B.A. degree and a Master’s Degree in Public Administration.   

    Prior to joining the Union Pacific, she worked for Southern California Regional Rail Authority- (Metrolink) in Los Angeles and served as a Deputy Executive Officer for the South Coast Air Quality Management District (AQMD) in Diamond Bar.  She began her professional career at the Southern California Rapid Transit District (RTD) and continued her transportation work with Los Angeles County Transportation Commission (LACTC) and MTA, now known as Metro.   

    Keith Owens, Ontario Airport Authority, Director of Program Management

    Keith Owens earned his Bachelor of Science in Civil Engineering from Long Beach State in 1983. He began his career as a Project Engineer at the Port of Los Angeles, where he worked for 4.5 years before becoming a licensed Professional Engineer.

    Keith then spent over 18 years with the Los Angeles World Airports (formerly the Department of Airports, City of Los Angeles), serving as both a Project Engineer and Project Manager. In 2006, he transitioned to Western Municipal Water District (WMWD) in Riverside, where he spent 4.5 years as the Development Services Manager.

    In 2011, Keith moved to the private sector, joining Burns & McDonnell as an Aviation Project Manager, where he spent 6 years as an engineering consultant.

    He joined the Ontario International Airport Authority (OIAA) in July 2017 as their Engineering Manager and was promoted to Director of Program Management in September 2018, overseeing engineering and construction for the OIAA Capital Improvement Program and tenant development projects.

    Marcel van Dijk, Port of Los Angeles

    Marcel van Dijk has been the Marketing Manager for the Port of Los Angeles since 2001. Where he is responsible for the business development of the Port and where he maintains relationships with key individuals in the logistic chain as well as beneficial cargo owners.

    His focus is on the bulk and break-bulk cargo handling and has responsibility as an account manager for bulk and containerized terminals at the Port of Los Angeles. With his knowledge of the major import and export cargoes, he is keen to develop the Port as a major gateway for containerized and non-containerized cargo.

    Prior to joining the Port of Los Angeles, Marcel worked for 15 years in the private sector, a career that spanned many phases of corporate management. His career in the USA started with Honeywell Transportation and Power Systems in 1997, where he was the After-sales business manager for their turbocharger product line. Prior to Honeywell, Marcel worked for Renault Cars in The Netherlands.

    Marcel received a Bachelor’s degree from the Economic and Administrative College in Utrecht, The Netherlands. He and his fiancé, Kathia live in San Pedro, California.
